Jarod has just finished trapping Marine Patrol Officer Efram Bartlett in a thick rope net and has left him hanging from the trees on Bahia Grande, a small island in the Florida Keys. Bartlett was extorting money from the families of Haitian refugees, making them ransom the emigrants upon their arrival to the United States. When the family of one group of refugees could not pay, Bartlett locked the group in a shack, in the path of an oncoming hurricane. Only one small child, Simone, survived - her parents threw themselves on top of her, to protect her, and were killed.

With hurricane Cassandra approaching Bahia Grande, Jarod leaves Bartlett “hanging” in a position that will allow him to experience the fury of the storm, in order that he might know the fear that his Haitian captives felt when he left them to die, in a similar situation.

Jarod thinks that the proprietor of the Bahia Bay Hotel has taken Simone off the island, away from the hurricane, to a hospital, so that the feverish child can get the medical attention she needs. However, when Pat and Simone attempt to leave, they find the bridge washed out and have no choice but to return to the hotel. Arriving there, they find Miss Parker and Sam awaiting them - as does Jarod, not long afterwards.

During the calm, when the “eye” of the hurricane passes over the island, Jarod convinces Miss Parker to accompany him to the boat house on the other side, in order to get penicillin for Simone, whose condition is worsening. Both of them are caught by Bartlett, who has chewed through the ropes (losing two molars in the process) of the net in which he was hanging, in order to free himself. Miss Parker dislocates her thumb to get out of the handcuffs in which Bartlett has confined her, but it is Jarod who wins the final battle, leaving Bartlett caged and Miss Parker tied up in the boat house.

Back at the Bahia Bay Hotel, Pat (the proprietor) hits Sam over the head, knocking him out. As the storm ends, Jarod uses The Centre’s helicopter, in which Sydney and Broots arrive, to escape an “arrived too late” Miss Parker and take Simone to a hospital himself.

The hurricane brings back memories for Miss Parker, of a stormy Thanksgiving night, when she was a child. Her mother was beaten by someone on that night and Miss Parker believed that her father was the culprit. Cassandra dredges up the buried memory for Miss Parker and she remembers seeing Mr. Raines leave the house, right after her mother was battered. When she returns to The Centre from Bahia Grande, Miss Parker makes it clear to Raines that his reign of terror ended with her mother and that, from now on, she will be the one calling the shots on the “Jarod Project.”
